This study is being conducted pursuant to Act No. 170 “An act relating to the Vermont energy act of 2012.” This act added 30 V.S.A. § 2811 (d) which directs the commissioner of the Vermont Department of Health (“Health Department”) and the commissioner of the Department to jointly submit a report to the legislature by January 15, 2013. Since that deadline will not be feasible, the Department plans to submit a report for a portion of the study measuring actual emissions from smart meters in Vermont, and the additional study areas of this RFP’s report will need to be ready by the 2014 legislative session at the latest. Consultants hired will perform research and writing of this legislatively mandated report and present the report to the Commissioner of the Public Service Department.
